Set in the lawless district of Dogtown and revolving around a thrilling spy narrative, "Phantom Liberty" introduces players to a new storyline involving characters like former NUSA colonel Kurt Hansen and the enigmatic Songbird. The expansion enriches the game with over 100 new items, including weapons and Cyberware, and introduces new gameplay elements like Courier Missions and Airdrops.
