According to Japanese Twitter user @iKaika_Higashi, the guy dancing in the middle is Hiromichi Sato, and he is very popular in Japan for appearing in many tv shows for children focused on Fitness.
In addition, @iKaika_Higashi suggested that if anyone has seen the anime “Life Lessons with Uramichi Oniisan”, they have an idea about Hiromichi Sato.
